only he and senator mcconnell have been here today. you know, i think the situation is such that after speaker boehner lost that vote, and there is walking in from earlier in the week, after speaker boehner lost the vote in his own caucus in the house, it was clear and he even said as much, that the senate needed to act. that's for a couple of reasons. one, the senate has that 60-vote threshold to get anything through and conservativives in the house want cover, they don't want to pass something and have it run into trouble in the senate because they would be sticking their neck out to some degree especially those conservatives or republicans worried about a tea party challenge next time around. so for a lot of reasons, everything has to start in the senate. that's why we're seeing a lot less of speaker boehner. but i think what's interesting in the capitol today martin, in the last few minutes we've seen the sun come out. this place is full of tourists. that kind of concern about the average american is getting these leaders to the ta

the hope for any deal before january 1st is that somehow minority leader mitch mcconnell could convince his troops, convince the republicans not to block it with a filibuster. each individual senator makes up their own mind, each senator has the right to stage a filibuster. so that's not something he can control entirely. a bigger issue, though, i have to edadmit, when you look at senator mcconnell and why he's so important right now is that he needs to bring some republicans on board this deal for a couple reasons. first, they need those republican votes to get anything through the senate. and then second of all, speaker boehner needs some cover, he needs some way to convince republicans in the house that they should pass this deal. conservatives are putting pressure on all sides and republicans in the house want to be to say conservativings in the senate supported this. i can too for the good of the country even though i don't like it. these are the dynamics in play. a lot of politics, a lot at stake. and this is why all focus is on senator mcconnell because he can bring so much to th

i mean, what about senate minority leader mitch mcconnell? >> well, the thing at this point -- and i'm told by sources -- is that there really are no negotiations going on between senator mitch mcconnell, the republican leader in the senate and senate majority leader harry reid who is actually in hawaii today for the funeral of daniel inouye and is on his way back to washington. it would really come down to the senate doing something. the way democrats see it, there's a possibility that senator mcconnell might allow this bill that i mentioned that already passed in july with the threshold for tax hikes being at the $250,000 level, that he might sort of allow democrats to say okay, the house has to take this or if there is some sort of vote on another measure that while mitch mcconnell would be unlikely to personally support it, perhaps he might let some of his republican senators do that. now, this is sort of thinking coming from democrats. this is not something that mitch mcconnell at this point is planning to do, and it's very much unclear.
